DESCRIPTION:How do copayments affect the benefits of health insurance in lo
w-income settings? We study this question in a field experiment in rural Ug
anda that varies copayments for hospital-based outpatient insurance. Insura
nce substantially increases use of high-quality hospital care\, improves he
alth\, and reduces reliance on costly coping strategies. Lower copayments g
enerate larger increases in utilization\, yet health and financial-protecti
on gains are similar across copayment levels. When net benefits\, which acc
ount for selection and insurer costs\, are computed from experimentally est
imated outcomes\, higher copayments perform better. In contrast\, revealed-
preference calculations based on households’ valuation favor low copaymen
 ts\, highlighting a tension between outcome-based and valuation-based appro
aches to insurance design.\\n\\nContact: Timothée Demont : timothee.demon
